Turkey Import Tariffs 2026: Duty & Cost Guide
Getting Turkey import tariffs 2026 right is the difference between a profitable order and a margin surprise at customs. Turkiye published its 2026 tariff schedule, the United States adjusted its treatment of Turkish goods, and the EU Customs Union continues to shape duty on both sides. This guide breaks down what buyers importing from – and into – Turkiye need to budget for in 2026, and how to calculate landed cost with confidence.
Two directions of trade, two sets of rules
Tariff questions about Turkiye fall into two categories, and it is vital not to confuse them:
- Importing Turkish goods into your market (for example the EU or the US) – here your destination country’s duty applies
- Importing goods into Turkiye – here Turkiye’s own customs duty, additional duties and VAT apply
Both matter to a trading business, so we cover each below.
Importing Turkish goods into the EU
The EU-Turkiye Customs Union is the headline advantage. Most industrial and processed products circulate between Turkiye and the EU free of customs duty when accompanied by a valid A.TR movement certificate. That is a structural edge Asian suppliers cannot offer.
Important exceptions sit outside the Customs Union lane:
- Agricultural products follow preferential but separate schedules
- Coal and steel fall under their own regime
- Anti-dumping or safeguard measures can apply to specific product lines
Always confirm the TARIC code for your exact product and secure your EORI number before shipping.
Importing Turkish goods into the United States in 2026
US treatment changed the maths for 2026. In broad terms, Turkish goods carry the baseline Most-Favored-Nation duty plus a Section 122 reciprocal surcharge of 10%, pushing the average effective rate to around 15%. That Section 122 surcharge is scheduled to expire around 24 July 2026, so timing an order can materially change your cost.
On top of that:
- Section 232 metals duties of 50% apply to steel and 50% to aluminium regardless of the reciprocal rate
- Anti-dumping and countervailing duties on certain products can run from 50% to several hundred percent
These special measures are product-specific, so verify your HS code against the current US schedule before you commit.
Importing goods into Turkiye: the cost stack
If you are shipping into Turkiye, the landed cost is built from several layers. The calculation runs roughly as follows:
- Determine the HS code (GTIP) using the Ministry of Trade database
- Compute the CIF value = product cost + international freight + insurance
- Customs duty = CIF x duty rate
- Additional duty (IGV) where it applies to the product
- Special consumption tax (OTV) on excise goods such as fuel, vehicles and some electronics
- VAT (KDV) = (CIF + customs duty + IGV + other taxes) x the applicable rate, commonly 20%
Worked logic, not just a number
Because VAT is charged on top of duty, small errors in HS classification cascade through the whole calculation. Classifying a product one code away can change your duty rate and your VAT base at the same time, which is why professional classification pays for itself.
How to protect your margin against tariff changes
- Confirm the HS code with an expert before quoting your customer
- Model best- and worst-case duty scenarios, especially around the July 2026 US surcharge deadline
- Use certificates of origin, A.TR and EUR.1 correctly to claim every preference you are entitled to
- Build duty and VAT into your landed-cost model from the first quotation, not after the invoice
- Watch for anti-dumping measures on your specific product line
Frequently asked questions
Are there import duties between Turkey and the EU?
Most industrial goods are duty-free under the Customs Union with a valid A.TR certificate. Agricultural products, coal and steel are handled separately.
What is the US tariff on Turkish goods in 2026?
Roughly 15% on average – the baseline MFN duty plus a 10% Section 122 surcharge – with the surcharge scheduled to expire around 24 July 2026. Steel and aluminium carry additional Section 232 duties.
How is VAT calculated on imports into Turkey?
VAT (KDV) is applied to the CIF value plus customs duty and any additional taxes, commonly at 20%, so it compounds on top of duty.
What is an A.TR certificate?
It is the movement certificate that lets qualifying goods move duty-free within the EU-Turkiye Customs Union. Without it, you may lose the duty exemption.
Can anti-dumping duties really reach several hundred percent?
Yes. On specific products flagged for anti-dumping or countervailing measures, duties can be very high, which is why product-level verification is essential.
